Frank J. Grimmelmann, President
Mr. Grimmelmann was elected as President of the FBI’s Phoenix Infragard Board of Directors in February 2009. He previously served
as Phoenix Infragard’s Vice President and its designated Board Liaison for both the Critical Sector Council and the FBI Citizen’s
Academy’s Board of Directors. In this former capacity, he was charged with the establishment and execution of the CSC’s strategic
direction and development. He was elected to the Infragard Board in January 2008, having previously acted as an Advisor to the
Phoenix Infragard Board of Directors for the previous 3 years. He is also a designated Life Member of the FBI Citizen’s Academy
Alumni Association.
Previously, while Treasurer of the Board of the Anthem Community Council, Mr. Grimmelmann was designated as the Board’s
designated representative to Chair development of the Community’s “Anthem Security and Emergency Response Plan” (“ASERP”).
He worked directly with the Anthem Community’s Senior Management Team, assembling representation from the US Department of
Homeland Security, the Arizona Counter Terrorism Information Center (“ACTIC”), and local law enforcement and fire to collaboratively
support the ASERP’s development. Mr. Grimmelmann serves on the Board of the Maricopa County Sheriff’s Office General Investigations
Division Cold Case Posse, and as an active affiliate member in the North Valley Posse, serving as a first line responder in various
enforcement operations and local patrol throughout Maricopa County.
Mr. Grimmelmann is presently the Chairman of TGG Holdings, providing an ‘umbrella’ over his investments in emerging and
established organizations generally in the healthcare, technology and financial services industries. Mr. Grimmelmann personally
takes an active senior management or Board role in these portfolio companies, along with selective capital investments, and is
active in the Arizona Angels and the Valley Advisory Group.
Professionally, Mr. Grimmelmann has previously served as a senior executive, with proven experience in leading, managing
and advising enterprises, including healthcare, financial, investment banking, information technology, and general services
companies, in positions including CEO, COO, CFO, and CIO. He has broad operations and capital markets background, having
owned, managed or served in corporations ranging from start-up organizations to companies with annual revenues in excess of
$1.4 billion. He also headed healthcare investment banking nationally for two major Wall Street firms over the course of his career.
He has served operationally on a variety of boards and as a consultant in diverse organizational settings. He has been a guest
lecturer on capital formation and entrepreneurship in the graduate schools of major universities both in the United States and Japan.
Mr. Grimmelmann presently serves on the Executive Boards of SF Works through the San Francisco Chamber of Commerce,
and Chair’s the North Country Conservancy / Daisy Mountain Preservation Effort for the past seven years. He previously served as
the Chairman of the West Valley Child Crisis Center for 5 years, served as a Board Member and Treasurer of the Anthem Community
Council and served as the Chairman of the Anthem Country Club Finance Committee. He remains active in supporting a
number of Charities.
He holds a BA from the University of South Florida (Operations Management with a minor in Business Law), and a MBA
from the University of California at Berkeley (International Business & Finance).
Michael Kirby II, Secretary
Director of Security Services, Security Officer
Michael’s present role involves leading the Managed Security Solution (MSS) for ProNet Solutions, as well as the Information
Security Officer for ProNet. This involves 7x24 protection of ProNet's network resources as well as ProNet’s MSS customer
network infrastructure base. Michael has earned a Bachelor’s of Science in Information Technology specializing in Network
and Telecommunications. In addition to his duties at ProNet, Michael is an active member of the Phoenix InfraGard and ISACA
chapter. He is a frequent speaker at seminars on topics related to information security awareness. Michael holds the following
professional certifications: Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor
(CISA), Master Certified Novell Engineer (MCNE), Novell Certified Linux Engineer (CLE), Microsoft Certified Professional (MCP),
Cisco Certified Network Associate (CCNA) and Certified Novell Engineer (CNE).
Mike O'Shaugnesy, Treasurer
Michael O’Shaughnessy began his career with United Airlines in 1985 and spent the next 18 years in operational, strategic
and security management. He served as the International Manager at Chicago and Miami, Operations Chief in Chicago and
Security Manager at Washington DC Dulles and Glasgow, Scotland as well as General Manager in Utah and Arizona. His final
assignment was as the original Director of Operations for United Airlines’ “TED” operation.
Mike Departed United in 2004 and began work at a small Computer Forensics company. From 2004 to 2009 he oversaw
the growth of the company from 10 to 108 employees and revenues increase from 2 to over 24 million dollars. The company
expanded services outside of forensics to include consulting, litigation support and electronic discovery.
As the Founder and President of Guardian Pro Mike brings a heavy technical and security background and the vision to
grow a company focused on educating the public and corporations and changing the landscape of technical security
awareness and knowledge as well as establishing a standard for Corporate Information Governance.
Mike also serves as an Officer of Arizona Investors Alliance and a Board Member of the Phoenix Chapter of the FBI
Citizens Academy.
Steve Simpson, Board Member
Steve Simpson is the owner and founder of Ethos Solutions, specializing in technical web application development.
He served as a Technical Director of an international professional services firm. Steve worked on projects in many of the
major metropolitan cities in the United States and also worked for two years in various European cities. Steve has worked
on projects in many industries with various Fortune 500 companies such as Merrill Lynch, Renault, BMW, Toyota, Wellpoint,
Kaiser, Genentech, Amgen, Pacific Bell, and 20th Century Fox. His projects include IT infrastructure, disaster planning,
technical security, application development, and system failover. Additionally, he has been a presenter and speaker at
multiple technical conferences.
Robert Parrish, Board Member
Director of Security, APS
Robert’s duties as the Director of Security include the responsibility for all Physical Security (except Palo Verde),
and all investigations to include power diversions, site assessments, threat assessments response plans, security
installations, security monitoring, work place violence. .His past experience includes over 21 years of Law Enforcement
experience with the Maricopa County Sheriff’s Office (MCSO) where he participated in Palo Verde drills and Table Top
exercises for 16 years, was an MCSO liaison with Maricopa County Emergency Operations Center and an MCSO liaison
for L.E.P.C. (Local Emergency Planning Committee).
Jerry Crow, Board Member
Roy Regalado, Board Member
Roy Regalado presently serves Arizona InfraGard's Board as its Communications Chairman, developing and managing
strategic and tactical initiatives to enhance the interface between its members, the FBI, the Board and its valued partners.
Roy possesses an extensive, 20-year background as a communications professional leading start-ups, Fortune companies,
political and non-profit organizations in corporate communications, advertising, PR/media and brand consulting. His previous
roles include Senior Vice President of Marketing for a top-tier PEO, Chief Marketing Officer at a start-up technology firm and
Chief Executive at an advertising agency. Roy is actively involved in continuing education within the National Security
environment, is a Master's Candidate in Strategic Security Studies at Henley-Putnam University and is a member of the
FBI Citizen's Academy Class of 2010.
Jimmy Stewart, Board Member
Stewart possesses an extensive business and security background as well as a significant
security and security management educational foundation. Stewart was appointed to primarily broaden the state-wide reach of the organization in the southwest regions of Arizona. He is currently serving as Security Manager for Tucson Electric Power.
Tom Liffiton, Board Advisor
Tom Liffiton is the Chief Security Officer (CSO) of PGI Solutions, LLC, which provides real-time network monitoring and
correlation for performance management, security, compliance, and network forensics. In addition, Tom is an adjunct
professor at the University of Advancing Technology, where he teaches a course on legal issues of technology and a
course on digital evidence. Through his own company, Corporate Counterintelligence and Security, he frequently gives
presentations to audiences on a variety of security topics and works directly with companies to prepare for security incidents.
Tom is a former Supervisory Special Agent of the Federal Bureau of Investigation (FBI) with twenty-three years
experience in criminal investigation, counterintelligence, computer crimes, and working with the private sector on
security issues. Tom’s FBI career included fourteen years of counterintelligence and economic espionage investigations
in New York City, and seven years of work in Phoenix in the computer crime area. In Phoenix he served as the FBI’s
National Infrastructure Protection Center (NIPC) Coordinator and subsequently the InfraGard Coordinator, positions
focused on bolstering the security posture of industries in Arizona’s critical infrastructure sectors. A significant element
of his work in Arizona addressed the sharing of threat and vulnerability information with private and public sector entities
through the FBI’s InfraGard Program.
Sam Crump, Board Advisor
Sam is an attorney with Boates & Crump, a general practice law firm. He began his career as a US Army JAG officer in Germany.
He graduated with honors from the University of San Francisco with a degree in Government; he received his law degree from Santa
Clara University; and he holds a Masters Degree in Public Administration, also from the University of San Francisco.
Sam was elected to the Arizona House of Representatives in 2006 and re-elected in 2008. He represented District 6, which
included north-central Phoenix, Anthem, New River and Desert Hills. He served as Chair of the Government Committee and on
the Transportation & Infrastructure Committee, and the Military Affairs & Public Safety Committee. Sam resigned from the Legislature
in February 2010 to devote full-time to his present run for U.S. Congress in District 3.
Sam is married to Colleen, a registered nurse, and they live in Anthem with their four children. Sam has been a Rotarian
since 1992, beginning in Sebastopol, California. Sam is past-president of the Rotary Club of Sebastopol – Sunrise (2001-02)
and charter president of the Rotary Club of Anthem (2003-04). He served as District Secretary for District 5490 (03/04 & 04/05).
Sam is very involved with Sunrise House orphanage in Uganda. This is a Rotary Project that he first pursued in 2000. The
orphanage opened in 2004 with 50 children and Sam recently visited the project in February 2008.
